Chapter 1 General Provisions

Article 1 These measures are formulated in accordance with the national energy conservation and emission reduction policies and the actual conditions of road traffic management in this Municipality in order to effectively alleviate traffic congestion, implement the public transportation priority strategy, and improve the urban atmosphere environment.

Article 2 The total amount of small and medium-sized passenger cars in the administrative area of ​​this Municipality shall be tested and the total amount shall be adjusted and controlled. Small and medium bus indicators are divided into incremental indicators, updated indicators and other indicators. The specific configuration is as follows:

(1) Incremental indicators: In the validity period of the Measures, the number of increments of medium- and small-size passenger cars in the city is 120,000, which is allocated according to the ratio of 1:5:4, that is, 12,000 new energy vehicle increment indicators and 60,000 ordinary vehicle increments. The indicator is configured by means of a Yaohao, and 48,000 ordinary vehicle increment indicators are configured by bidding.

(2) Updating indicators: Units and individuals can apply directly after the medium and small passenger cars registered in the city under the name of transfer or scrap;

(III) Other indicators: Units and individuals that meet the conditions may apply directly under Article 32 of these Measures.

Article 3 The incremental indicators for medium and small passenger cars account for 12% of the total number of incremental indicators, and the individual medium and small passenger car increment indicators account for 88% of the total number of incremental indicators. Unit and personal incremental indicators are configured separately.

Article 4 The municipal competent administrative department of communications shall be responsible for the overall coordination of the regulation of the total number of small and medium-sized passenger vehicles, and shall organize the implementation of policies and measures for the control of the total amount of small and medium passenger vehicles.

The municipal small and medium passenger vehicle index regulation and management agencies (hereinafter referred to as index management agencies) are specifically responsible for the collection of index applications, organization of indicator configurations, publication of configuration results, and issuance of indicator certification documents.

Article 5 The relevant departments of the public security, judiciary, industry and commerce, human resources and social security, quality supervision, and district (county-level cities) governments shall, in accordance with the division of responsibilities, do a good job in related management work. The municipal competent traffic administrative department shall be responsible for the coordination of the taxation department's implementation of the management measures stipulated in these Measures. The supervisory authority is responsible for supervising the enforcement, integrity and performance of the relevant departments.

Article 6 The small and medium-sized passenger car sales and operation units within the administrative area of ​​this Municipality shall expressly disclose the specific content of the trial and trial administration of the total amount of medium and small passenger cars on the business premises, and shall notify the purchaser in writing when signing a purchase and sales contract.

Chapter II Index Application and Review

Article 7 If an entity or individual needs to obtain the indicators of small and medium-sized passenger cars in this Municipality, it shall submit an application to the index management institution in accordance with the present Measures.

Units and individuals that apply for an incremental indicator by means of a Yaohao symbol shall submit an application and promise that the new energy vehicle increment indicator obtained is used to comply with the Catalogue of Recommended Models for Energy Saving and New Energy Vehicles for Demonstration, Extension, and Application of the Ministry of Industry and Information Technology. The listed new energy minibuses and hybrid buses with fuel saving rates exceeding 20% ​​are registered; the increments of ordinary vehicles obtained are for medium-sized and micro-sized passenger cars and small passenger cars with a displacement of no more than 2.5 litres. Units and individuals that apply for bids to obtain general vehicle increments through bidding are not subject to the provisions of the preceding paragraph.

Units and individuals applying for the update of indicators shall promise, at the time of filing an application, that the updated indicators obtained shall only be used for the registration of medium and small passenger vehicles whose displacement does not exceed the displacement of the vehicles before the update.

Individual industrial and commercial households applying for incremental indicators shall be implemented in accordance with the provisions of individual application increment indicators.

Article 8 The application indicators of units and individuals shall adopt the following two methods:

(1) Units and individuals shall apply on the designated websites according to the last number of the organization code and the valid motor vehicle driving license, respectively. The last 1-digit number is 0 or non-numeric, on the second day. Application;

(2) If applicants need to sign on site or provide written materials and do not have access to the Internet or access to the Internet, they may go to a designated external office window. From the effective date of the Measures, the window will be set up for a two-month buffer period. During the buffer period, the window will not directly accept the application. The applicant shall make an appointment by telephone and go to the window with the appointment number at the agreed time. After the buffer period ends, the window resumes normal reception.

If the application method is adjusted for any reason, the index management agency shall announce it to the public in advance.

Where there is a change in the application information of a unit or individual, it shall promptly log in to the designated website or make a change to the designated external office window.

Article 9 Units applying for incremental indicators shall meet the following conditions:

(1) The company has a valid business license, organization code certificate, and tax registration certificate. The total amount of taxes actually paid to the city's tax authorities in the previous year totaled more than 50,000 yuan;

(2) The organs, institutions, social organizations and other organizations have valid organization code certificates;

(3) A newly registered enterprise within the administrative area of ​​this Municipality has a valid business license, certificate of organization code and tax registration certificate, and the total amount of tax actually paid to the taxation department of this Municipality in the current year totals more than 50,000 yuan.

Article 10 The number of application codes for incremental unit indicators shall be determined in accordance with the following rules:

(1) The company can apply for 1 code in the year when the company actually paid taxes to the city's taxation authority last year for a total of more than 50,000 yuan. The total tax amount can be increased by 1 code for each additional 500,000 yuan. The total number of annual application codes may not exceed 8;

(b) Organs, institutions, social groups and other organizations may apply for a code each year;

(3) For newly registered enterprises within the administrative area of ​​this Municipality, a total of 50,000 yuan or more may be applied for a code for the total amount of taxes actually paid to the city's taxation department in the current year, and the total amount of tax may be increased by 500,000 yuan for each additional 50,000 yuan. Coding, the total number of applications for coding shall not exceed 8.

Article 11 The increment index of individual application shall meet the following conditions:

(i) The place of residence is in the city;

(2) There are no medium and small passenger cars registered under this name;

(c) A valid motor vehicle driver's license has been obtained.

Places of residence in the city include:

(1) Household registration personnel in this Municipality (including Zengcheng City and Conghua City);

(ii) Servicemen in the Sui Sui forces (including armed police units);

(3) Hong Kong, Macao and Taiwan residents, overseas Chinese and foreign nationals who have valid identification and have lived in the city continuously for more than 3 years, and who have accumulatively resided for more than 9 months per year;

(4) People who are not registered in this Municipality who have applied for valid residence registration, have a valid "Guangdong Province Residence Permit", and have paid (excluding payment) basic medical insurance for more than 3 years in the city.

Article 12 If the small and medium-sized passenger cars registered in this Municipality under the name of a unit or an individual need to be re-purchased after they have been stolen, the application increment indicator shall meet the following conditions:

(1) Obtaining a stolen certificate issued by a public security agency at or above the county level;

(B) Written undertaking to recover the stolen vehicle, to abandon the application for incremental indicators, or to abandon the incremental indicators that have been obtained, or to use one of the newly purchased vehicles and the vehicles to be recovered to use the incremental indicators for sale or Retired, and bear all costs.

Vehicles sold or scrapped according to the provisions of the preceding paragraph will not generate updated indicators.

Article 13 Units and individuals shall follow the following procedures when applying for incremental indicators:

(1) Choose the incremental index configuration method and submit an application to obtain the application code;

(B) After the examination is passed, confirm that the application code is a valid code;

(3) Incremental indicators are obtained by means of a Yaohao or Bidding with valid codes.

Units and individuals need to reapply if they change the incremental indicator configuration.

In the same period, units and individuals can only choose to participate in an incremental indicator configuration.

Article 14 The index management agency shall apply for the index of acceptance and send the unaudited applicant information to the public security, national taxation, land tax, industry and commerce, human resources and social security, quality supervision and other relevant information before the 8th of each month. Department reviews.

The municipal public security department's population management department is responsible for reviewing the applicant's household registration information and non-resident registration personnel's residence permit information; the city's public security department's entry-exit management department is responsible for auditing the identity information of Hong Kong, Macao, Taiwanese, overseas Chinese, and foreigners, and living in Guangzhou. The municipal public security organ traffic management department is responsible for reviewing vehicle information and personal driving document information; the city's industrial and commercial department is responsible for reviewing the basic information of enterprise registration; the national tax and local tax department is responsible for reviewing tax information; the municipal quality supervision department is responsible for reviewing the organization code information, and the city's human resources. The above-mentioned auditing department shall complete the audit within 8 working days after receiving the applicant's information, and feed back the audit results to the index management agency. Where it is necessary to submit a superior department or a non-local affiliate unit to cooperate with the applicant for reviewing the applicant's information, the examination time of the superior department or the non-city affiliation entity shall not be included in the examination period specified in the preceding paragraph.

Article 15 After the audit is completed, the index management agency shall promptly publish the audit results on the designated website. If the applicant disagrees with the audit result, it shall submit a review application to the index management agency within 5 working days from the date of publication. Those who do not apply within the time limit will be deemed to have no objection. If the review objection is established, the index management institution shall incorporate it into the indicator configuration in a timely manner; if the objection is not established, it shall explain the reasons in the review opinions.

Article 16 After an entity obtains incremental indicators, it shall reduce the annual effective code number correspondingly.

After an individual obtains incremental indicators, he or she may not apply for incremental indicators again.

Article 17 If an effective code of a unit has not obtained the increment indicator by the Yaohao or bidding, it shall be retained until December 31 of that year and automatically transferred to the next configuration within the retention period. If the valid period expires after expiration of the retention period, the entity shall reapply.

If an individual's effective code has not obtained the increment indicator through the Yaohao or bidding, it will be retained for 3 months and automatically transferred to the next configuration within the retention period. If it is necessary to extend the period of validity after the expiration of the retention period, it shall, before the expiration of the retention period, log on to the designated website or confirm at the designated external office window, and extend the period of validity for 3 months. If it is necessary to continue prolonging the period of validity after the extension of the period of validity expires, it shall be reconfirmed before the expiration of the period of validity, and the period of validity may be extended again for 3 months. The period of extension of the last period of validity shall not exceed the period of validity of the Measures. If it is not timely confirmed, the above-mentioned code will automatically become invalid, and individuals should apply again.

Chapter 3 Incremental Indicators Yaohao Management

Article 18 The indicator management organization organizes a shake number on the 26th every month, and if it is a non-working day on that day, it will be postponed accordingly. The Yaohao process was notarized by the notary public.

If the time or place of a shake has changed for any reason, the index management agency shall announce it to the public in advance.

Article 19: The increment indicator for new energy vehicles and the increment indicator for ordinary vehicles are respectively numbered.

The unit increment indicator and the personal increment indicator are respectively agitated. The personal increment indicator has a monthly yaw, and the unit increment indicator oscillates once every two months.

Article 20 The applicant may check the result of the Yaohao at the designated website, and download and print it by himself or obtain the index certification document at the designated external office window.

Article 21 Where the applicant voluntarily applies for the withdrawal of the Yaohao, its effective code shall be deleted from the data of the Yaohao.

The incremental indicators waived by the applicants should be withdrawn by the index management agency and included in the next Yaohao configuration and announced to the public.

Failing to allocate successful new energy vehicle increment indicators, the index management agency should adjust it to the average increment of the vehicle and incorporate it into the next Yaohao configuration.

Chapter IV Incremental Indicator Bidding Management

Article 22 The income from bidding shall be paid in full into the municipal level finance, and the income and expenditure shall be managed in two separate lines, which shall be used exclusively for urban public transportation.

Article 23: Administrative and institutional units that use fiscal funds may not participate in bidding.

Article 24 The index management agency may entrust the bidding agency with the corresponding qualifications to undertake the specific implementation of the bidding. The bidding process is notarized by the notary public.

Article 25 Units and individuals bid separately and organize each month once. The time, place and content of the specific bidding shall be announced to the public by the bidding agency within 7 days before the auction date.

Article 26 Units and individuals that apply for participating in bidding (hereinafter referred to as the bidder) shall obtain the relevant bidding information in accordance with the time, manner, and requirements as stipulated in the bidding announcement, and pay a bid security deposit of 2,000 yuan.

The twenty-seventh bid has a reserve price and no maximum price is set.

Bidding is conducted using online quotation, and the principle of “price priority, time priority” is followed. When the number of incremental indicators is used, the bids are processed in descending order of the final effective bid amount of bidders. If the final effective bid amount is the same, the transactions are executed in the order of the bidding time. The bidding price and time of bidders are subject to the bid system server records.

After the bidding period specified in the bidding announcement expires, the bidding agency shall calculate the auction results according to the principle of auction transaction, promptly announce the list of buyers and the effective code, and return the bidding deposit to the bidder in full according to relevant regulations.

Article 28 After the buyer bids for a bid, he shall go through the payment formalities within the time specified in the bidding announcement. After clearing the related price of bidding, the buyer may download or print it on the designated website or obtain the index certification document at the designated external office window.

If the buyer fails to settle the related price of the bidding according to the stipulation, it shall be deemed as giving up the increment indicator, the valid code will be invalidated, and the deposit will not be refunded.

Article 29 Incremental indicators in which the auction fails to be traded and the buyer gives up, the index management agency shall withdraw it, include it in the next bidding allocation, and announce it to the public.

Chapter V Updating Indicators and Other Indicators Management

Article 30 If a unit or individual needs to renew a small and medium-sized passenger vehicle after registering a medium and small passenger vehicle under the name of the city after July 1, 2012 in the name of transferring and scrapping the vehicle, he or she shall complete the processing of the vehicle himself/herself. Apply for an application within six months from the date of transfer or cancellation of registration, and directly obtain the updated indicators for small and medium-sized passenger cars and handle the index supporting documents. Individuals may not apply for incremental indicators at the same time.

The medium and small passenger vehicles registered in this Municipality before the implementation of these Measures and the medium and small passenger vehicles registered with the incremental indicators according to the present Measures shall be transferred or scrapped for the first time after July 1, 2012. The original owner of the vehicle may apply for an update of the indicator. In case of transfer or retirement again, it shall apply for incremental indicators; except for the original owner-owned units of the vehicle.

Individuals who have transferred to this city and retired in the city and registered in this city and obtained valid yellow environmental protection signs for the small and medium-sized passenger vehicles in the city's environmental protection department before October 31, 2012. The application for update targets does not count toward the application of the provisions of the preceding paragraph. frequency.

If units and individuals submit applications within the time limit, they will not issue updated indicators.

Article 31 After an entity or individual submits an application for updating the indicator, the index management agency shall issue it within 3 working days from the date of obtaining the information on the transfer and cancellation of the registration of the small and medium-size passenger vehicles provided by the traffic management department of the public security organ and the type of the indicator used. Indicators document.

Article 32 Other indicators may be applied for directly. After units and individuals submit applications for other indicators, the index management agency shall issue the index certification documents within 7 working days from the date of receipt of the relevant certificates and verification materials.

Conditions that can be directly applied for other indicators include:

(1) Small and medium passenger buses used by foreign diplomatic missions in consulates or consular officials need to be registered as a consular post plate;

(2) The unit that has been incorporated into the automobile fixed management has obtained the approval of the establishment agency to purchase the medium and small passenger cars before 0:00 on July 1, 2012;

(3) Having applied for overseas personnel before 0:00 on July 1, 2012 or the diplomatic personnel returning from China to return to China to bring their own small and medium passenger cars to the country, and have obtained the certificates for the import and export of motor vehicles issued by the customs house under supervision;

(4) After the unit needs to update or add taxis, special school buses, and buses after July 1, 2012, the taxis and buses updated or added must use clean energy;

(5) Individuals who need to apply for transfer registration as a result of inheriting small and medium-sized passenger cars that have been registered in this Municipality;

(6) For the reorganization of assets, the sale and reorganization of assets, it is necessary to transfer the medium and small passenger cars registered in this Municipality under the name of the company, and the medium and small passenger cars registered in this Municipality are transferred back or transferred to other subordinate units by higher authorities.

Vehicles that have been transferred or scrapped due to the circumstances specified in Items (4) and (6) of the preceding paragraph will not generate updated indicators.

Chapter 6 Indicator Usage Management

Article 33 Units and individuals shall pay the vehicle purchase tax for medium and small passenger vehicles by means of index verification documents and other materials, and shall register with the traffic administrative department of the public security organ of this Municipality with the purchase tax payment certificate and other materials.

Article 34 Units and individuals shall, with the aid of index documents and other materials, go to the traffic administrative department of the public security organ of this Municipality to apply for the registration of the transfer of vehicles, change of registration of owners, change of registration of transfer from outside the city, and relocation from the city. Registration for relocation.

Article 35 Units and individuals shall complete the procedures for registering vehicles within six months from the date of obtaining the indicators. If the application is not completed within the time limit, it shall be deemed as giving up the indicator.

The appraisal result of the incremental indicator sway, auction results, and updated indicators and other indicators will be deemed as having been obtained by the applicant once it is announced by the index management agency.

Article 36 No unit or individual may transfer the indicator.

Article 37 The increment targets for new energy vehicles obtained by units and individuals shall be used to comply with the new energy medium and small passenger cars and fuel economy listed in the Catalogue of Recommended Models for Energy Saving and New Energy Vehicles for Demonstration, Extension, and Application of the Ministry of Industry and Information Technology. More than 20% of hybrid minibuses are registered.

Units and individuals shall use the increment index of the ordinary vehicles obtained by the swaying sign to apply for the registration of medium-sized and micro-sized passenger cars and small-sized passenger vehicles with a displacement of not more than 2.5 liters.

Units and individuals use the incremental index of ordinary vehicles obtained by bidding to register small and medium bus passengers, which is not subject to the vehicle models specified in the preceding two paragraphs.

Article 38. For small and medium-sized passenger cars registered by the units and individuals on the basis of updated indicators, the displacement shall not exceed the displacement of the vehicles before the update.

Article 39 Units and individuals purchased after July 1, 2012 meet the new energy medium and small passenger cars listed in the Catalogue of Recommended Models for Energy Saving and New Energy Vehicles Modeling, Popularization, and Application of the Ministry of Industry and Information Technology and the fuel saving rate exceeds 20%. After the medium and small passenger vehicles are mixed, the city’s finance will be subsidized according to the standard of 10,000 yuan per vehicle. The specific subsidy measures shall be formulated separately by the municipal finance department and the relevant departments.

Article 40 The updated indicators generated after the transfer or retirement of vehicles registered with the new energy vehicle increment index can only be used for compliance with the list of “Recommended Model Catalogues for Energy Saving and New Energy Vehicles Models, Popularization, and Application Engineering” of the Ministry of Industry and Information Technology. The new energy minibuses and hybrid buses with fuel saving rates of over 20% are registered.

The updated indicators generated after the transfer and retirement of vehicles registered with the increment index of ordinary vehicles obtained by the way of the trombone can only be used for the registration of medium-sized and micro-passenger vehicles and small-sized passenger vehicles with a displacement of less than 2.5 liters.

Chapter VII Supervision and Management

Article 41 The relevant departments and bidding agencies that assume the duties of reviewing application information and verifying index supporting documents shall, in accordance with the division of labor and the actual work of the present Measures, formulate the review standards, working procedures and operating methods of the department, and earnestly perform their duties. If a staff member goes through the relevant formalities and fails to perform the examination and inspection duties in accordance with the requirements of these Measures, he shall be held accountable according to law.

Article 42. All units and individuals have the right to report irregularities in the allocation of indicators. The index management agencies, various auditing departments, and supervisory organs shall make public the report telephones, promptly accept reports, and earnestly perform inspection duties.

Article 43 For the provision of false information, materials, counterfeit or altered index documents and transfer targets, the index management agency shall cancel the application qualification of the applicant and recover the index obtained, and will no longer accept the applicant's Indicator application. If fraudulent use or fraudulent use of other people's information to apply for targets, relevant responsibilities shall be investigated according to law.

Chapter VIII Supplementary Provisions

Article 44 The meaning of the following terms in these Measures:

(1) Medium and small passenger cars refer to the medium, small and miniature passenger cars stipulated by the National Classification Standard for Motor Vehicles;

(2) Units refer to various agencies, enterprises, institutions, social organizations and other organizations;

(3) The valid identity proof refers to the identity certificate prescribed by the Ministry of Public Security "Regulations on Registration of Motor Vehicles";

(4) A valid motor vehicle driver's license refers to a driver's license issued by the traffic management department of the public security organ and qualified to drive a medium and small passenger vehicle;

(5) Total tax amount refers to the total amount of value-added tax, business tax, consumption tax, and corporate income tax paid by the company, not including late fees, fines, and tax refunds. Specifically, the annual tax payment period confirmed by the tax collection system shall prevail.

Article 45: Units and individuals that have signed purchase contracts for small and medium-sized passenger vehicles or obtain unified sales invoices for vehicle sales with car dealers before 0:00 on July 1, 2012 shall present relevant materials issued by a notary agency of this Municipality within the validity period of the Measures. A certificate of authenticity and legitimacy can be paid directly for vehicle purchase tax and registration of vehicles, without the need to apply for index certification documents.

Forty-sixth used car sales business units have been registered in this Municipality's industry and commerce department, the July 0, 2012, before 0:00 on the second-hand use of small and medium-sized passenger cars, in March 31, 2013 can be handled directly for a vehicle transfer registration. After completing the registration of the transfer of vehicles, no update indicators will be generated.

Article 47 The measures for the registration of vehicles that have been accepted but not completed before 0:00 on July 1, 2012 by the traffic administrative department of the public security organ do not apply.

Article 48 The “above” and “exceed” in these Measures shall include this number.

These Measures shall be implemented as of August 1, 2012 and be valid until June 30, 2013.
