In addressing the energy challenge, it's not only about solving the issue of limited resources on our planet, but also about finding a more scientific and sustainable way for human society to survive and grow. China’s "Eleventh Five-Year Plan" set clear goals: by 2010, energy consumption per 10,000 yuan of GDP should decrease by around 20%, and major pollutant emissions should drop by 10%. These targets were considered binding constraints. However, in 2006, the country fell short of its initial goals—failing to reduce energy use per unit of GDP by 4% or cut major pollutants by 2%. Premier Wen Jiabao emphasized in his government work report that these targets are serious commitments that must be strictly followed. He reiterated this during a national video conference on energy saving and emission reduction, stating that energy conservation and pollution control should be central to macroeconomic regulation, a key point for economic restructuring, and a core part of implementing the scientific development concept.
The Xinhua News Agency and People’s Daily both highlighted the importance of meeting these targets. Xinhua urged companies to take responsibility and make greater efforts to fulfill the government’s promises, while the People’s Daily called for nationwide determination, consistency, and strict implementation to achieve full success in energy conservation and emission reduction.
From this, it's clear that the central government is committed to this cause. The real challenge now is execution. When it comes to energy efficiency and emission control, the public often looks to the petroleum and chemical industries. These sectors are known for high energy use and pollution, with outdated production methods still in operation. Many companies haven’t fully adhered to environmental regulations. While this scrutiny may seem harsh, it's actually a positive force. It pushes us to address our shortcomings and improve. If issues arise, they must be taken seriously and corrected. This attention can also drive us toward cleaner, more responsible industrial practices and create opportunities for structural reform, policy support, and funding.
Moreover, energy-saving and emission-reduction efforts can demonstrate the crucial role of the chemical industry in environmental protection. From treating wastewater to cleaning air and managing waste, chemical technology plays an essential role. I’d like to emphasize four key points:
First, we need to update our development philosophy. We must move away from a narrow focus on GDP growth at the expense of environmental and resource costs. A people-centered, comprehensive, coordinated, and sustainable approach is essential for long-term progress.
Second, optimizing the economic structure is necessary. We should invest in high-tech industries and accelerate the adjustment of overcapacity sectors.
Third, promoting energy efficiency and emission reduction should be a top priority. Resource conservation, environmental protection, and land use must be strategically prioritized. Following the principles of reduce, reuse, and recycle, we should improve product design and manufacturing processes, and actively promote the recycling of renewable resources.
Fourth, technological innovation is key. We must support the development of energy-efficient products, implement large-scale energy-saving projects, and demonstrate new technologies. Providing technical assistance to small and medium enterprises and encouraging employee creativity will help shift the economy from reliance on capital and materials to one driven by science and technology.
Transforming development models and achieving the “Eleventh Five-Year Plan†energy-saving and emission-reduction targets are urgent tasks. We hope everyone will contribute ideas and work together to meet these important goals.
