The organization shall order it to cease to engage in commercial transport; if the road transport enterprise exceeds 10% of the total number of freight vehicles in the course of illegal transport within one year, the road transportation management agency shall order the road transport enterprise to suspend business for rectification; if the situation is serious, the road shall be revoked. One unavoidable fact is that if the regulations and standards are strictly followed, the current car transport vehicles on the Chinese logistics market are basically illegal. Therefore, the transport of passenger cars is mainly based on heavy trucks. After nearly a decade of development, the overall volume of China's car logistics has increased by 10 times, and the development of transportation vehicles has been rapid. Most of them are run by private companies and individuals.

In 2010, China sold 13.785 million passenger cars. These vehicles are basically loaded on heavy trucks and transported from automobile manufacturers to local 4S stores for sale.

If according to the national laws and regulations being implemented, all the vehicles in the car logistics industry are almost unqualified. Now, these illegal vehicles are transported by paying penalties along the way. The fines are already the normal operating costs of the caravan industry. The total cost is less than 0.1% and it now exceeds 3%.

Can the "New Regulations" be strictly enforced?

Since there are almost no compliant vehicles in the industry, if implemented in strict accordance with the newly promulgated regulations, starting from July 1, 2011, the nation’s 4S stores will have no cars to sell. This is not an alarmist, because in accordance with the regulations, the three overruns will be disqualified from operation and will not be able to continue to be transported. The situation that the fine will continue to operate will cease to exist.

However, some drivers do not take it seriously. They think: This is just another reason for a fine. More drivers think: even if the regulations are implemented, the car is still the car, the road is still the road, the policy is still that group of people, changing soup and not changing drugs, what can be different results? Regulations need to be combined with actual conditions.

There are people in the industry who believe that if you fear only thunder and no rain, all you need to do is hit it all at once. What you are afraid of is a blind man who has more fines and justifies a fine for a single national standard.

Of course, some people also have positive opinions on the promulgation of the regulations. The issuance of the "Regulations" is a good thing. It shows that the country began to pay attention to the sound development of the logistics industry. However, we are more concerned with: the implementation of the regulations and regulatory mechanisms. And how to combine the existing logistics characteristics of China for scientific governance instead of adopting a one-size-fits-all approach. After all, we are a long way from foreign logistics.

Foreign developed countries car logistics industry experience

The foreign automobile industry is more than 100 years old in China. It is also more mature. In the medium and long term, China can vigorously develop railroad and waterway transport cars to ease the traffic pressure on road transport. The newly revised document distinguishes the central axle trailer from the trailers and semi-trailers and manages them as an independent sequence. This provides a solution to the problem of too low efficiency and high cost for a car transporter that can only load six vehicles.
