Kaiyang County in Guiyang City, Guizhou Province, and Zhaoan County in Longnan have officially signed a framework agreement to establish a friendly county relationship. This collaboration aims to leverage their respective comparative advantages, promote the development of a circular economy, and drive coordinated growth within the phosphate chemical industry. Officials involved believe this initiative marks the beginning of the formation of the Sinopec Phosphorus Chemical Industry Circle.
It is known that Kaiyang, Xifeng, Chun'an, and Fuquan are key centers for the phosphate chemical industry in Guizhou. These regions hold most of the province's phosphate rock resources and have developed a landscape where large chemical companies lead while small and medium enterprises also grow in tandem. However, historically, each area has pursued its own strategies without sufficient regional coordination.
Recently, officials from Kaiyang, Chun'an, Fuquan, and other counties highlighted that the lack of comprehensive planning has led to a homogenized development pattern in the phosphate industry, making regional cooperation seem like empty talk. In response, the idea of forming a phosphorus chemical industry circle emerged. The goal is to integrate the industries across these counties, break down isolated development models, and foster more coordinated economic growth.
Since the proposal of the Sinopec Phosphorus Chemical Industry Circle, representatives from Xifeng, Kaiyang, Fuquan, and Chun'an have been working closely to align their economic development strategies, particularly in the phosphate sector. Kai Wenxian, mayor of Kaiyang County, stated that the signing of the framework agreement between Kaiyang and Zhaoan marked a significant step forward in establishing the Jizhong Phosphorus Chemical Economic Circle.
According to the agreement, Kaiyang and Chun'an will accelerate joint efforts in resource construction projects, create an interactive platform for the phosphorus-coal chemical region, and promote a system for outsourcing supervision and control over key resources with market share. The two counties will prioritize industrial development based on market demand, cooperate in the production and marketing of minerals such as coal and phosphate, and build a mechanism for inter-regional resource sharing.
Guizhou provincial authorities have confirmed that the Sinopec Phosphate Chemical Industry Circle is expected to make substantial progress soon, which will greatly boost the rapid development of a circular economy in Guiyang and the Minnan region.
