At present, the number of motor vehicles in Liaoning Province is nearly 7 million, and it is growing at a rate of 15% per year. The nitrogen oxide emissions generated by motor vehicles have accounted for one-third of the total nitrogen oxide emissions in the province. Motor vehicle exhaust pollution has become an important factor affecting the ambient air quality of old industrial bases. As early as 12 years ago, the province introduced measures for the prevention and control of motor vehicle exhaust pollution, but with the continuous deepening of prevention and control work, the current measures can no longer meet the needs of actual prevention and control work.
The Regulations on the Prevention and Control of Motor Vehicle Pollution in Liaoning Province stipulates that regular inspections of environmental protection shall be carried out for motor vehicles in accordance with relevant regulations. The periodic inspection cycle for motor vehicle environmental protection should be synchronized with the safety technology inspection. The methods and technical specifications for environmental protection periodic inspections shall be determined by the provincial environmental protection department in combination with air quality conditions and motor vehicle pollution prevention and control, in accordance with national or provincial emission standards for motor vehicles, and shall be announced to the public. Newly purchased clean energy vehicles and newly purchased light-duty gasoline vehicles listed in the national environmental protection standards are exempt from environmental inspections when registering.
In addition, this local regulation of Liaoning also stipulates that if the motor vehicle is inspected and does not meet the emission standards for the motor vehicle in use, the environmental protection department shall not issue the environmental protection inspection mark and shall not drive on the road. For motor vehicles that have not obtained the environmental protection inspection mark, the traffic administrative department of the public security organ shall not issue the safety technical inspection mark for motor vehicles; the traffic administrative department shall not handle the formalities for the regular inspection of the operating vehicles. If the environmental protection inspection of motor vehicles does not meet the discharge standards, and if the discharge standards cannot be met after repairs and adjustments or the use of control technology, the compulsory retirement shall be implemented according to the relevant regulations on December 1.
